This is a very complicated question. Water-borne adhesive must be able to evaporate to the environment. This can be a long process with coated substrates and plastics. However, there are water-borne adhesives with a high tack and high solid contents that could adhere to these materials. The use of a hot melt adhesive can also provide a solution.
